Punjab cabinet, chaired by Chief Minister Amarinder Singh, approved the implementation of &#8216;Mission Lal Lakir&#8217; in all the villages across the state.<\/em><\/p>\n\n\n\n<!--more-->\n\n\n\n<p>&#8216;Mission\nLal Lakir&#8217; under which the villagers living within the abaadi (habitation) will\nnow be able to get their land registered with the revenue department. This will\nhelp them monetise their un-used lands to secure loans from the banks.<\/p>\n\n\n\n<p>Earlier,\nin absence of available records of these properties lying within the &#8216;Lal\nLakir&#8217; or the &#8216;abaadi&#8217;, there was no way to monetise or get the real value of\nthe property through sale or mortgage. The villagers could only sell their\nproperties through power of attorney route and there was no way the sale deed\ncould be registered. Because of this lacuna, the villagers could not get the right\nvaluations and were forced to sell their properties at throw-away prices. With\napproval of &#8216;Mission Lal Lakir&#8217;, all this is set to change as villagers will be\nable to unlock the real value.<\/p>\n\n\n\n<p>&#8216;Mission\nLal Lakir&#8217; envisages joining hands with the Government of India (GOI) under\nwhich the right of record of properties in the Punjab villages will be prepared\nunder <strong>SVAMITVA<\/strong> (Survey of Villages and Mapping with Improvised\nTechnology in Village Areas) scheme. This will be a comprehensive exercise\nwhere mapping will be done for all the lands, houses, ponds, streets and all\nother areas falling under \u2018Lal Lakir&#8217;. <\/p>\n\n\n\n<p>This will also help identification of illegal possessions\/encroachments due to non-availability of record to maintain these assets. On behest of the CM, the <strong>SVAMITVA<\/strong> scheme will be handled by Revenue &amp; Rehabilitation Department across the state of Punjab.<\/p>\n\n\n\n<p>This landmark decision will restore the property rights of rightful owners and instill a sense of pride in them. Not only this, this will help them sell or mortgage their properties and get a fair market value, which otherwise, had been locked since independence. These villagers only had the right to live or use the property but  they did not have the title of the property. This historic decision will go a long way in improving the standard of living of the people of rural Punjab. <\/p>\n\n\n\n<h5 class=\"wp-block-heading\"><strong>What\nis Lal Dora all about?<\/strong><\/h5>\n\n\n\n<p>This\nsystem was started by the Britishers in 1908. The purpose was to demarcate\nfields from the residential areas. All the residential areas and other\nnon-agriculture lands were segregated by red lines in the land record maps. The\nabaadi areas that lied within the red lines or Lal Lakir were called as Lal\nDora.<\/p>\n\n\n\n<p>This landmark decision will restore the property rights of rightful owners.
