File a FIR

The initial step toward recovering lost property papers would be to go to your local police station and file a first information report (FIR). Police will search for the documents after filing a FIR. If they fail to do so within a reasonable time frame, they will issue a non-traceable certificate saying that their search for the missing papers was fruitless.

Publicize in newspapers

As previously said, the owner must first look for the property paperwork.
